Once the Colombians establish other trading partners they'll put the price of their beans up. They won't put a tariff on it. The can set their price to anything they want.
You're not another person who doesn't understand what a tariff is surely? Remember the receiving country sets a tariff on incoming goods to make those good less desirable to their own people.
Trump's tariffs are paid by North Americans. A 100% tariff on a $10 Chinese shirt means the importer pays China $10 still but also have to give the USA Gov another $10 (the tariff) which means he passes the extra $10 cost on to his customers.
Thus Chinese shirts would cost $10 more than before to the buyers in the USA. China gets no extra, but the US Gov suddenly has a new income stream.
